    For the year, the whole district exerted the effort to promote project construction of “Boutique community”, establish district activity center for the aged, and complete the construction of 30 meal places for the aged in the whole. For helping students in their study, student subsidy was increased from 3,000 Yuan to 5,000 Yuan for children of household receiving subsistence allowances while they were enrolled by above second-tier universities in that year, student subsidy was increased from 3,000 Yuan to 4,000 Yuan for children of household receiving subsistence allowances while they were enrolled by third-tier universities in that year, student subsidy was increased from 2,000 Yuan to 3,000 Yuan for children of household receiving subsistence allowances while they were enrolled by universities, colleges and technical secondary school in that year. It has arranged 448,000 Yuan to implement difficulty salvation for 145 children from household receiving subsistence allowances in the whole year. It has smoothly completed 15th standard upgrading of household receiving subsistence allowances. It has finished standard upgrading work of household receiving subsistence allowances for 5,066 families and 8,076 persons in the whole district, and 3.88 million Yuan of security payment was released.

    Various security policies of giving preferential treatment compensation and comfort put in place, various comfort and compensation for bereaved families and living allowances were released with a total of over 19.8 million Yuan. Service policy for the aged put in place, it has released 2.1 million Yuan to over 9,000 persons with home-based care for the aged as well as living in nursing institutions for the aged in the whole year.

    There were 80 benefit enterprises with 4,544 employees in the district, and 1,597 disability employees were arranged for employment. Benefit corporations paid 56.1 million Yuan for the salary and insurance of disability staff, actual tax reduction or exemption of tax was 38 million Yuan and paid national taxation was 55 million Yuan.

There is a population of 1.21 million in the district, in which there are registered population of 740,000, newly-born population of 9,343, birth rate is 13.16%, sex ration of newly-born population is 106.02, and family planning fertility rate is 99.87%. After Liaoning Province released two-child fertility policy for couples where either the husband or the wife was from a single child family since March 27, 1,470 re-fertility applications were approved in the whole year, in which wife and husband conforming to two-child fertility policy for couples where either the husband or the wife was from a single child family were 854 pairs, it ranked the first in the whole city, no case was wrongly approved.

    Urban per capita disposable income of the whole district was 34,046 Yuan with 9.0% year-on-year growth.
