[Organizational System and Evolution]
     Ganjingzi area in the Warring States Time belonged to administrative area of Liaodong Prefecture (Seat of the local government at Xiangping, today’s Liaoyang). So it was in Qin Dynasty. It belonged to Dasi Town of Liaodong Prefecture in the Western Han Dynasty. Wei changed Dasi Prefecture to Dongda Prefecture during the Three Kingdoms Period. In the Xijin Dynasty, it belonged to Pingguo County of Liaodong Prefecture (nation). It successively belonged to Former Yan, Former Qin and Later Yan during Dongjin Period, it belonged to administration of Liaodong Prefecture of Pingzhou. After AD 668 (the first year of Zongzhang reign period of Tang Dynasty), it belonged to administrative area of Jilizhou, Hufu, Andongdu (today’s Chengshanshancheng in Zhuanghe). In the Liao Dynasty, it belonged to the administration of Laisu County of Suzhou (Jinzhou). In Jin Dynasty, it belonged to Huacheng County, Fuzhou, Liaoyangfu, Dongjing Province. In 1216 (the 4th year of the Zhenyou Reign of Jin Dynasty), it change Huacheng County into Jinzhou. District territory belonged to administrative area of Jinzhou. In Yuan Dynasty, it belonged to Wanhufu of Fuzhou, Jin Dynasty, administrated by Hasihan Qianhusuo. In Ming Dynasty, it belonged to Jinzhouwei, administrated Zhouzuo Qianhusuo. In Qing Dynasty, it was successively administrated by Ninghai County, Lv’anshe of Jinzhou Hall.
     After First Sino-Japanese War, Qing Government was forced to sign Russian-Qing Convention with Russia, and Additional Articles to Convention of Peking, Lvda became leased territory of Russia. Russia government authority set Guandongzhou Office, firstly set 5 administrative areas as Jinzhou, Piziwo, Liangjiadian, Lvshun, and Daoyu as well as 3 cities as Jinzhou, Lvshun, Piziwo. At that time, Xiaopingdao, Chagou, Yingchengzi belonged to Lvshun Administrative District; Gezhenpu, Xinzhaizi, Liushutun, Choushuizi area belonged to Jinzhou Administrative District.
     After the war between Japan and Russia in 1905 ( the 31st year during the reign period of Guangxu), Japan replaced Russia to invade Lvda, it firstly set Jinzhou and Dalian Military Government, soon cancelled Military Government, and changed to set Guandongzhou Civil Administration. In September, 1906, it set Guangdong Director Government, in 1919, it changed to call Guandong Office, and then changed to Guandong Bureau in 1934, set Guandong State Office. The office set 4 Civil Administrations as Lvshun, Jinzhou, Pulandian, Piziwo as well as 2 cities as Dalian and Lvshun. Now, Ganjingzi area respectively belonged to Dalian, Lvshun and Jinzhou Civil Administration. In 1937, Haimaotun Union and Zhoushuizi Union changed to the district and belonged to Dalian Municipal City Hall; some part of Xiaopingdao Union, Luanjiatun Union, Chagou Union, Gezhenpu Union, Zhoushuizi Union changed to Lvshun Civil Administration; some part of Nanguanling Union, Dalianwan Union and Haimaotun Union changed to Jinzhou Civil Administration. In winter, 1944, Yingchengzi Union, Xiaopingdao Union, Luanjiatun Union, Chagou Union and Gezhenpu Union under original Lvshun Civil Administration as well as Nanguanling Union and Dalianwan Union under Jinzhou Civil Administration changed to be administrated by Dalian City Hall.
     On August 22, 1945, Dalian liberated. On November 8th of the same year, Dalian Municipal People’s Government established. In December of the same year, Dalian County People’s Government established. This was the first county-level regime setup within the District. Dalian County governed 8 districts as Ganjingzi, Nanguanling, Gezhenpu, Xishan, Yingchengzi, Chagou, Dashan, Xiaopingdao. In May, 1946, Dashan District was merged into Xiaopingdao District, Dalian County changed to administer 7 districts. Each district set up District Office. On December 18, 1949, District office changed to call District People’s Government. In December, 1950, Dalian County was cancelled, except that Xishan District was merged into Shahekou District, original administrative districts were set 3 municipal districts as Ganjingzi, Yingchengzi, Xiaopingdao, belonged to Lvda Municipal People’s Government. In April, 1955, District People’s Municipal Government changed to call District People’s Committee. In August, 1956, Xiaopingdao District was merged into Yingchengzi District, set Daxinzhaizi District, belonged to Lvda Municipal People’s Committee. In August, 1959, Daxinzhaizi was cancelled, administrative area respectively belonged to Shahekou District, Ganjingzi District and Lvshun City. In April, 1960, Ganjingzi District People’s Committee changed to call Ganjingzi District People’s Commune. In June, 1961, it recovered the title of Ganjingzi District People’s Committee. In May, 1968, Ganjingzi District People’s Committee changed to call Ganjingzi District Revolution Committee. In August, 1980, it recovered to call Ganjingzi District People’s Government. In January, 1984, Dalianwan Town of Jin County was put under the administration of Ganjingzi District. In September, 2008, Lingshui Street was put under the proxy administration of Dalian High- Tech Park.
